Revealed: Secret plan to keep Iraq under US control

Bush wants 50 military bases, control of Iraqi airspace and legal immunity for all American soldiers and contractors

A secret deal being negotiated in Baghdad would perpetuate the American military occupation of Iraq indefinitely, regardless of the outcome of the US presidential election in November.

The terms of the impending deal, details of which have been leaked to The Independent, are likely to have an explosive political effect in Iraq. Iraqi officials fear that the accord, under which US troops would occupy permanent bases, conduct military operations, arrest Iraqis and enjoy immunity from Iraqi law, will destabilise Iraq’s position in the Middle East and lay the basis for unending conflict in their country.

But the accord also threatens to provoke a political crisis in the US. President Bush wants to push it through by the end of next month so he can declare a military victory and claim his 2003 invasion has been vindicated. But by perpetuating the US presence in Iraq, the long-term settlement would undercut pledges by the Democratic presidential nominee, Barack Obama, to withdraw US troops if he is elected president in November.

The timing of the agreement would also boost the Republican candidate, John McCain, who has claimed the United States is on the verge of victory in Iraq – a victory that he says Mr Obama would throw away by a premature military withdrawal.

America currently has 151,000 troops in Iraq and, even after projected withdrawals next month, troop levels will stand at more than 142,000 – 10 000 more than when the military “surge” began in January 2007. Under the terms of the new treaty, the Americans would retain the long-term use of more than 50 bases in Iraq. American negotiators are also demanding immunity from Iraqi law for US troops and contractors, and a free hand to carry out arrests and conduct military activities in Iraq without consulting the Baghdad government.

The precise nature of the American demands has been kept secret until now. The leaks are certain to generate an angry backlash in Iraq. “It is a terrible breach of our sovereignty,” said one Iraqi politician, adding that if the security deal was signed it would delegitimise the government in Baghdad which will be seen as an American pawn.

The US has repeatedly denied it wants permanent bases in Iraq but one Iraqi source said: “This is just a tactical subterfuge.” Washington also wants control of Iraqi airspace below 29,000ft and the right to pursue its “war on terror” in Iraq, giving it the authority to arrest anybody it wants and to launch military campaigns without consultation.

Mr Bush is determined to force the Iraqi government to sign the so-called “strategic alliance” without modifications, by the end of next month. But it is already being condemned by the Iranians and many Arabs as a continuing American attempt to dominate the region. Ali Akbar Hashemi Rafsanjani, the powerful and usually moderate Iranian leader, said yesterday that such a deal would create “a permanent occupation”. He added: “The essence of this agreement is to turn the Iraqis into slaves of the Americans.”

Iraq’s Prime Minister, Nouri al-Maliki, is believed to be personally opposed to the terms of the new pact but feels his coalition government cannot stay in power without US backing.

The deal also risks exacerbating the proxy war being fought between Iran and the United States over who should be more influential in Iraq.

Although Iraqi ministers have said they will reject any agreement limiting Iraqi sovereignty, political observers in Baghdad suspect they will sign in the end and simply want to establish their credentials as defenders of Iraqi independence by a show of defiance now. The one Iraqi with the authority to stop deal is the majority Shia spiritual leader, Grand Ayatollah Ali al-Sistani. In 2003, he forced the US to agree to a referendum on the new Iraqi constitution and the election of a parliament. But he is said to believe that loss of US support would drastically weaken the Iraqi Shia, who won a majority in parliament in elections in 2005.

The US is adamantly against the new security agreement being put to a referendum in Iraq, suspecting that it would be voted down. The influential Shia cleric Muqtada al-Sadr has called on his followers to demonstrate every Friday against the impending agreement on the grounds that it compromises Iraqi independence.

The Iraqi government wants to delay the actual signing of the agreement but the office of Vice-President Dick Cheney has been trying to force it through. The US ambassador in Baghdad, Ryan Crocker, has spent weeks trying to secure the accord.

The signature of a security agreement, and a parallel deal providing a legal basis for keeping US troops in Iraq, is unlikely to be accepted by most Iraqis. But the Kurds, who make up a fifth of the population, will probably favour a continuing American presence, as will Sunni Arab political leaders who want US forces to dilute the power of the Shia. The Sunni Arab community, which has broadly supported a guerrilla war against US occupation, is likely to be split.

WASHINGTON - U.S. lawmakers have a financial interest in military operations in Iraq and Afghanistan, a review of their accounts has revealed.

Members of Congress invested nearly 196 million dollars of their own money in companies that receive hundreds of millions of dollars a day from Pentagon contracts to provide goods and services to U.S. armed forces, say nonpartisan watchdog groups.

David Petraeus, the top U.S. general in Iraq, is to brief the Senate Foreign Relations and Armed Services committees on Tuesday and Wednesday. The latest findings are unlikely to have a significant impact on this week’s proceedings but could stoke anti-incumbent sentiment in this year of presidential and legislative elections.

Lawmakers charged with overseeing Pentagon contractors hold stock in those very firms, as do vocal critics of the war in Iraq, says the Centre for Responsive Politics (CRP).

Senator John Kerry, the Democrat from Massachusetts who staked his 2004 presidential bid in part on his opposition to the war, tops the list of investors. His holdings in firms with Pentagon contracts of at least five million dollars stood at between 28.9 million dollars and 38.2 million dollars as of Dec. 31, 2006. Kerry sits on the Senate foreign relations panel.

Members of Congress are required to report their personal finances every year but only need to state their assets in broad ranges.

Other top investors include Representative Rodney Frelinghuysen, a New Jersey Republican with holdings of 12.1 million - 49.1 million dollars; Rep. Robin Hayes, a North Carolina Republican (9.2 million - 37.1 million dollars); Republican Rep. James Sensenbrenner Jr. of Wisconsin (5.2 million - 7.6 million dollars); and Rep. Jane Harman, a California Democrat (2.7 million - 6.3 million dollars).

Sen. Jay Rockefeller, the Democrat and former governor of West Virginia who chairs the Senate Select Intelligence Committee, invested some 2.0 million dollars in Pentagon contractors, CRP says.

Other panel chiefs who invested in defence firms include Sen. Joseph Lieberman, the Connecticut Independent who presides over the Senate Homeland Security and Governmental Affairs Committee, and Rep. Howard Berman, the California Democrat who heads the House Foreign Affairs Committee.

In all, 151 current members of Congress — more than one-fourth of the total — have invested between 78.7 million dollars and 195.5 million dollars in companies that received defence contracts of at least 5.0 million dollars, according to CRP.

These companies received more than 275.6 billion dollars from the government in 2006, or 755 million dollars per day, says budget watchdog group OMB Watch.

The investments yielded lawmakers 15.8 million - 62 million dollars in dividend income, capital gains, royalties, and interest from 2004 through 2006, says CRP.

Not all the firms deal in arms or military equipment. Some make soft drinks or medical supplies and military contracts represent a small fraction of their revenues. Many are leaders in their industries and, as such, feature in the investment portfolios of millions of ordinary people who invest at least a portion of their savings in mutual funds, which in turn hold stocks in up to hundreds of companies.

“Giant corporations outside of the defence sector, such as Pepsico, IBM, Microsoft and Johnson & Johnson, have received defence contracts and are all popular investments for both members of Congress and the general public,” says CRP.

“So common are these companies, both as personal investments and as defence contractors, it would appear difficult to build a diverse blue-chip stock portfolio without at least some of them,” the group acknowledges.

If some of the stocks appear innocent, aides say legislators also are. Some did not buy the stocks in question but inherited them. Many hold them in blind trusts, so called because the investments are handled by independent entities, at least theoretically without the politicians’ knowledge of how their assets are being managed.

Even so, according to CRP, owning stock in companies under contract with the Pentagon could prove “problematic for members of Congress who sit on committees that oversee defence policy and budgeting.”

Members of the Senate Foreign Relations and Armed Services committees held 3.0 million - 5.1 million dollars in companies specialising in weapons and other exclusively military goods and services, it added.

Critics have assailed President George W. Bush and Vice President Richard Cheney for their ties to companies seen as benefiting from the Iraq and Afghanistan wars. Bush was characterised as pushing conflict in the interest of the oil fraternity whence he hailed.

Before becoming vice president, Cheney headed Halliburton, a major player in the oil services industry and the object of controversies involving political connections, government contracts, and business ethics.

Halliburton’s subsidiary, Kellogg Brown & Root, was given multi-billion-dollar contracts to provide construction, hospitality, and other services to the U.S. military following the 2003 invasion of Iraq. The contracts drew fire because of Cheney’s history and then-ongoing financial relationship with the firm, and because the company did not have to compete for the Pentagon’s business. The firm was renamed KBR Inc. after Halliburton spun it off last year.

It would have to happen on Easter Sunday, wouldn’t it, that the 4,000th American soldier would die in Iraq. Play me that crazy preacher again, will you, about how maybe God, in all his infinite wisdom, may not exactly be blessing America these days. Is anyone surprised?

4,000 dead. Unofficial estimates are that there may be up to 100,000 wounded, injured, or mentally ruined by this war. And there could be up to a million Iraqi dead. We will pay the consequences of this for a long, long time. God will keep blessing America.

And where is Darth Vader in all this? A reporter from ABC News this week told Dick Cheney, in regards to Iraq, “two-thirds of Americans say it’s not worth fighting.” Cheney cut her off with a one word answer: “So?”

“So?” As in, “So what?” As in, “F*** you. I could care less.”

I would like every American to see Cheney flip the virtual bird at the them, the American people. Click here and pass it around. Then ask yourself why we haven’t risen up and thrown him and his puppet out of the White House.

The Democrats have had the power to literally pull the plug on this war for the past 15 months — and they have refused to do so. What are we to do about that? Continue to sink into our despair? Or get creative? Real creative. I know there are many of you reading this who have the chutzpah and ingenuity to confront your local congressperson. Will you? For me?

Cheney spent Wednesday, the 5th anniversary of the war, not mourning the dead he killed, but fishing off the Sultan of Oman’s royal yacht. So? Ask your favorite Republican what they think of that.

The Founding Fathers would never have uttered the presumptuous words, “God Bless America.” That, to them, sounded like a command instead of a request, and one doesn’t command God, even if they are America. In fact, they were worried God would punish America. During the Revolutionary War, George Washington feared that God would react unfavorably against his soldiers for the way they were behaving. John Adams wondered if God might punish America and cause it to lose the war, just to prove His point that America was not worthy. They and the others believed it would be arrogant on their part to assume that God would single out America for a blessing. What a long road we have traveled since then.

I see that Frontline on PBS this week has a documentary called “Bush’s War.” That’s what I’ve been calling it for a long time. It’s not the “Iraq War.” Iraq did nothing. Iraq didn’t plan 9/11. It didn’t have weapons of mass destruction. It DID have movie theaters and bars and women wearing what they wanted and a significant Christian population and one of the few Arab capitals with an open synagogue.

But that’s all gone now. Show a movie and you’ll be shot in the head. Over a hundred women have been randomly executed for not wearing a scarf. I’m happy, as a blessed American, that I had a hand in all this. I just paid my taxes, so that means I helped to pay for this freedom we’ve brought to Baghdad. So? Will God bless me?

God bless all of you in this Easter Week as we begin the 6th year of Bush’s War.

THE Iraq war has cost the US 50-60 times more than the Bush administration predicted and was a central cause of the sub-prime banking crisis threatening the world economy, according to Nobel Prize-winning economist Joseph Stiglitz.

The former World Bank vice-president yesterday said the war had, so far, cost the US something like $US3trillion ($3.3 trillion) compared with the $US50-$US60-billion predicted in 2003.

Australia also faced a real bill much greater than the $2.2billion in military spending reported last week by Australian Defence Force chief Angus Houston, Professor Stiglitz said, pointing to higher oil prices and other indirect costs of the wars.

Professor Stiglitz told the Chatham House think tank in London that the Bush White House was currently estimating the cost of the war at about $US500 billion, but that figure massively understated things such as the medical and welfare costs of US military servicemen.

The war was now the second-most expensive in US history after World War II and the second-longest after Vietnam, he said.

The spending on Iraq was a hidden cause of the current credit crunch because the US central bank responded to the massive financial drain of the war by flooding the American economy with cheap credit.

“The regulators were looking the other way and money was being lent to anybody this side of a life-support system,” he said.

That led to a housing bubble and a consumption boom, and the fallout was plunging the US economy into recession and saddling the next US president with the biggest budget deficit in history, he said.

Professor Stiglitz, an academic at the Columbia Business School and a former economic adviser to president Bill Clinton, said a further $US500 billion was going to be spent on the fighting in the next two years and that could have been used more effectively to improve the security and quality of life of Americans and the rest of the world.

The money being spent on the war each week would be enough to wipe out illiteracy around the world, he said.

Just a few days’ funding would be enough to provide health insurance for US children who were not covered, he said.

The public had been encouraged by the White House to ignore the costs of the war because of the belief that the war would somehow pay for itself or be paid for by Iraqi oil or US allies.

“When the Bush administration went to war in Iraq it obviously didn’t focus very much on the cost. Larry Lindsey, the chief economic adviser, said the cost was going to be between $US100billion and $US200 billion - and for that slight moment of quasi-honesty he was fired.

“(Then defence secretary Donald) Rumsfeld responded and said ‘baloney’, and the number the administration came up with was $US50 to $US60 billion. We have calculated that the cost was more like $US3 trillion.

“Three trillion is a very conservative number, the true costs are likely to be much larger than that.”

Five years after the war, the US was still spending about $US50billion every three months on direct military costs, he said.

Professor Stiglitz and another Clinton administration economist, Linda Bilmes, have produced a book, The Three Trillion Dollar War, pulling together their research on the true cost of the war, which does not include the cost to Iraq.

One of the greatest discrepancies is that the official figures do not include the long-term healthcare and social benefits for injured servicemen, who are surviving previously fatal attacks because of improved body armour.

“The ratio of injuries to fatalities in a normal war is 2:1. In this war they admitted to 7:1 but a true number is (something) like 15:1.”

Some 100,000 servicemen have been diagnosed with serious psychological problems and the soldiers doing the most tours of duty have not yet returned.

Professor Stiglitz attributed to the Iraq war $US5-$US10 of the almost $US80-a-barrel increase in oil prices since the start of the war, adding that it would have been reasonable to attribute more than $US35 of that rise to the war.

He said the British bill for its role in the war was about 20 times the pound stg. 1billion ($2.1 billion) that former prime minister Tony Blair estimated before the war.

The British Government was yesterday ordered to release details of its planning for the war, when the country’s Information Commissioner backed a Freedom of Information request for the minutes of two cabinet meetings in the days before the war.

Commissioner Richard Thomas said that because of the importance of the decision to go to war, the public interest in disclosing the minutes outweighed the public interest in withholding the information.

That undeserved and unearned degree of respect would stick in my throat like warm vomit. - I respect the title, but do not respect you ­ NO decent American does. You are not only a disgrace to your high office, but a debasement to the dreams of our Founding Fathers. Your conduct is untrustworthy traitorous and treacherous to the good people of this country. You can forget the predictable disrespectful letter nonsense.

You must FIRST be proven WORTHY of respect to assess any criticism ‘disrespectful’.

You have broken the Holy oath you took as President. “I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States. So help me God” I took a very similar oath - but unlike you I have been true to MY oath. The ‘enemies’ DO include ALL ­ both FOREIGN ( our mortal enemy Israel) and DOMESTIC (you and your cabal of Israeli loyal neo-con traitors)

You have mocked God by your outrageous blasphemies and your sadistic murder of countless innocent lives ­ especially children. Your conduct will indeed merit the Scriptural “millstone about your neck and cast into the sea”. Your mockery of Christian belief and conduct, as presented by our Lord Christ is so obnoxious that you must know the nature of your fate in the hereafter. Your lack of contrition for the unspeakable war crimes you have committed against helpless innocent civilians has sealed your fate in hell ­ where you WILL spend eternity.

Particularly odious in the eyes of God ­ must be your WILLFUL conduct in the implementation of especially sinister war weapons against civilian populaces ­ so cruel that you will find that even the WWII German Army did not in conscience employ these horrid things against helpless civilians ­ especially trapped or escaping refugees.

The ridicule and contempt for God ­ by swearing that HE ­ the Prince of Peace ­ commanded you to murder countless non-combatant men women and children ­ is blasphemy without equal in history. You will be reviled by generations to come ­ for your unparalleled treason and murder. The TRUTH of the 9-11 conspiracy WILL be exposed and I pray ­ along with countless millions of freedom loving people worldwide that you are convicted and hung as the mega-criminal that you most assuredly are.

I asked WHY the VA would NOT Supply these life saving drugs. Their answer? Because “they were more expensive that other similar drugs”. Well some of those ’substitute similar’ drugs made me sick and it was months of my discomfort before it was discovered.

In other words ­ MY government ­ the most powerful and RICH nation on EARTH ­ CAN afford ­ at YOUR ORDER ­ to send the most deadly and agonizing weaponry to the Jews ­ by special airlift ­ at the cost of MILLIONS of our hard earned dollars - so they can murder MORE civilians ­ YOU FULL WELL KNOWING OF THE IMMINANT CEASE FIRE! Isn’t that right ‘Mr. war criminal butcher’?

BUT ­ you will not authorize the pittance to supply the VA so that vets can have the proper medications. Now to make matters even a higher hardship ­ YOU - MR. Child murderer ­ have authorized this evil Government you control ­ to take funds out of my meager $930 SS check ­ which is my only formal income now. Why is my SS entitlement being robbed? Because I have not paid for those UNOPENED UNUSED drugs which made me sick ­ and which I have tried countless times to inform the VA - BUT no one will answer or return calls. The VA sent me a letter as if they were the Gestapo and I was a peasant servant of the State ­ stating that I had NO recourse for my grievances and THEY did NOT want or need my input and had NO intentions of contacting me.

Since it is evident that the VA will not help ­ I must now spend my life savings to buy my own drugs ­ a several thousand-dollar/yr expense. Thank you SO much for your ‘concern’ for us vets.

BTW ­ Since you would never bother to stoop so low as to read a letter from one of the common people ­ your Gestapo agent readers would otherwise presume that I am a leftist liberal disgruntled Democrat, right? You don’t have enough gray hairs on your head to preach morality to me.

WASHINGTON (Reuters) - Voters in two Vermont towns on Tuesday approved a measure that would instruct police to arrest President George W. Bush and Vice President Dick Cheney for “crimes against our Constitution,” local media reported.

The nonbinding, symbolic measure, passed in Brattleboro and Marlboro in a state known for taking liberal positions on national issues, instructs town police to “extradite them to other authorities that may reasonably contend to prosecute them.”

Vermont, home to maple syrup and picture-postcard views, is known for its liberal politics.

State lawmakers have passed nonbinding resolutions to end the war in Iraq and impeach Bush and Cheney, and several towns have also passed resolutions of impeachment. None of them have caught on in Washington.

Bush has never visited the state as president, though he has spent vacations at his family compound in nearby Maine.

A Two-Step Solution to Reverse the Bush Recession

Washington seems to have discovered what we’ve been talking about here for over three years — that the Bush tax cuts for the rich didn’t work as advertised. Of course, we knew they wouldn’t work when they were passed way back in 2001

As I’ve written so many times my fingers cramp just thinking about it… economies are not stimulated from the top down, but from the bottom up — by consumers, not producers. Very little of the money generated by tax cuts for top earners ever trickles down in ways that result in higher earnings and spending by consumers.

In reality it works exactly the other way. Cut the payroll tax for working Americans. That immediately puts more money in the hands of people who are already having trouble making ends meet. Consumers spend most or all that extra money in each paycheck. That in turn generates more demand for goods and services, which spurs hiring at the companies that produce them. Those companies then have to hire more workers to profit off that increased demand, resulting in additional workers getting the benefit of the payroll tax cut, who spend that extra money. As companies profits increase due to increased consumer buying power, tax revenues will begin to refill federal coffers gutted by the Bush tax cuts.

All of which creates a self-sustaining virtuous cycle that benefits everyone up and down the food chain.

Now that we’re in a mess that could have — and should have — been avoided, everyone in both parties is looking for a way out. And once again, everyone, in both parties, are getting it wrong.

Just look at some of the numbskull proposals being floated.

The Republican solution is another shot of the dog that bit us. They’re using looming economic gloom to fear-monger us into agreeing to make the Bush tax cuts of 2001 permanent. Of course that’s so predictable from the party that fear-mongered us into other disasters like wiretaps, Gitmo and torture. Now they are trying to scare us into setting those tax cuts for the rich into stone before the GOP gets kicked out of town next January.

Democrats have been no less predictable. Their solution is to just start handing out cash in the form of $300 to $600 one-time handouts to every taxpayer. That’s not going to solve anything. It will pay one month’s heating bill for a working family in Detroit. Then what? It’s a non-solution masquerading as a solution by candidates afraid of being accused of waging “class warfare” by opposing GOP attempts to make the Bush tax cuts permanent.

Democrats learned this little trick from Bush. He used the same trick back in 2001. He handed out the same kind of “feel-good” money then to make us feel like we were getting a piece of his $1.4 trillion tax cuts. That was our piece… a one-time $300 to $600 check — actually more a morsel than a piece — suckers. The biggest beneficiaries of Bush’s tax cuts have been the top 1% of the nation’s earners.

Estimates from the Congressional Budget Office and the Joint Committee on Taxation indicate that the cost of the tax-cut provisions the Tax Policy Center has analyzed would be $3.4 trillion over the 2008-2017 period, if these provisions are extended. Applying the Tax Policy Center estimates of the share of the tax cuts that would go to each income group to the CBO/Joint Tax Committee estimates of the tax cuts’ cost shows:

* From 2008 through 2017, households with annual incomes of more than $1 million — a group that comprises the highest income 0.3 percent of the population — would receive $739 billion in tax cuts. This represents 22 percent of the total value of the tax cuts over the period.
* More than $1 trillion in tax cuts would go to the top 1 percent of households, a group with annual incomes above $400,000 in 2007. The highest income 1 percent of households thus would receive nearly one third of the tax cuts’ total value.
* The bottom 60 percent of households would receive 12 percent of the tax cuts’ value, or well under half the amount that would go to the top 1 percent. (See Table 1; for year-by-year detail, see the appendix tables.) (Source)

So here’s how we fix that “mistake” and, at the same time, revitalize the American economy. Don’t reach for a pen and note pad, because this is so simple you could write the whole economic plan on the back of a matchbook:

1) Revoke the Bush tax cuts for the top 1%
2) Shift those cuts to reduce the payroll tax by the same amount.

That’s it. A two-point economic stimulus package that will pump $1 trillion into the pockets of American consumers. And, rather than that money flowing into family trusts and other paper investments, it will get spent, piece by orderly piece, each week, every week, forever. So, if congress is itching to make a tax cut permanent, that’s the one — a payroll tax cut.

The beneficiaries of the Bush tax cut had their chance to prove the trickle-down theory, and failed — just as they failed the last time it was tried by Ronald Reagan. Both attempts left America saddled by back-breaking deficits and debt. Both attempts enriched the already enriched at the expense of middle class working Americans.

They had their chance. Now give trickle up economics a chance. Revoke the Bush tax cuts for the top 1% and give them to working Americans.

Then, just so they feel like they’re getting a piece of this new action, send each of America’s top 1% earners a government check for $300 as their share of our economic stimulus package — with our compliments.

Unilateral Strike Called a Model For U.S. Operations in Pakistan

In the predawn hours of Jan. 29, a CIA Predator aircraft flew in a slow arc above the Pakistani town of Mir Ali. The drone’s operator, relying on information secretly passed to the CIA by local informants, clicked a computer mouse and sent the first of two Hellfire missiles hurtling toward a cluster of mud-brick buildings a few miles from the town center.

The missiles killed Abu Laith al-Libi, a senior al-Qaeda commander and a man who had repeatedly eluded the CIA’s dragnet. It was the first successful strike against al-Qaeda’s core leadership in two years, and it involved, U.S. officials say, an unusual degree of autonomy by the CIA inside Pakistan.

Having requested the Pakistani government’s official permission for such strikes on previous occasions, only to be put off or turned down, this time the U.S. spy agency did not seek approval. The government of Pakistani President Pervez Musharraf was notified only as the operation was underway, according to the officials, who insisted on anonymity because of diplomatic sensitivities.

Officials say the incident was a model of how Washington often scores its rare victories these days in the fight against al-Qaeda inside Pakistan’s national borders: It acts with assistance from well-paid sympathizers inside the country, but without getting the government’s formal permission beforehand.

It is an approach that some U.S. officials say could be used more frequently this year, particularly if a power vacuum results from yesterday’s election and associated political tumult. The administration also feels an increased sense of urgency about undermining al-Qaeda before President Bush leaves office, making it less hesitant, said one official familiar with the incident.

Independent actions by U.S. military forces on another country’s sovereign territory are always controversial, and both U.S. and Pakistani officials have repeatedly sought to obscure operational details that would reveal that key decisions are sometimes made in the United States, not in Islamabad. Some Pentagon operations have been undertaken only after intense disputes with the State Department, which has worried that they might inflame Pakistani public resentment; the CIA itself has sometimes sought to put the brakes on because of anxieties about the consequences for its relationship with Pakistani intelligence officials.

U.S. military officials say, however, that the uneven performance of their Pakistani counterparts increasingly requires that Washington pursue the fight however it can, sometimes following an unorthodox path that leaves in the dark Pakistani military and intelligence officials who at best lack commitment and resolve and at worst lack sympathy for U.S. interests.

Top Bush administration policy officials — who are increasingly worried about al-Qaeda’s use of its sanctuary in remote, tribally ruled areas in northern Pakistan to dispatch trained terrorists to the West — have quietly begun to accept the military’s point of view, according to several sources familiar with the context of the Libi strike.

“In the past, it required getting approval from the highest levels,” said one former intelligence official involved in planning for previous strikes. “You may have information that is valid for only 30 minutes. If you wait, the information is no longer valid.”

But when the autonomous U.S. military operations in Pakistan succeed, support for them grows in Washington in probably the same proportion as Pakistani resentments increase. Even as U.S. officials ramp up the pressure on Musharraf to do more, Pakistan’s embattled president has taken a harder line in public against cooperation in recent months, the sources said. “The posture that was evident two years ago is not evident,” said a senior U.S. official who frequently visits the region.

A U.S. military official familiar with operations in the tribal areas, who spoke on the condition of anonymity because he was not authorized to talk about the operations, said: “We’ll get these one-off flukes once every eight months or so, but that’s still not a strategy — it’s not a plan. Every now and then something will come together. What that serves to do [is] it tamps down discussion about whether there is a better way to do it.”
The Target Is Identified

During seven years of searching for Osama bin Laden and his followers, the U.S. government has deployed billions of dollars’ worth of surveillance hardware to South Asia, from top-secret spy satellites to sophisticated eavesdropping gear for intercepting text messages and cellphone conversations.

Yet some of the initial clues that led to the Libi strike were decidedly low-tech, according to an account supplied by four officials briefed on the operation. The CIA declined to comment about the strike and neither confirmed nor denied its involvement.

Hours before the attack, multiple sources said, the CIA was alerted to a convoy of vehicles that bore all the signatures of al-Qaeda officers on the move. Local residents — who two sources said were not connected to the Pakistani army or intelligence service — began monitoring the cluster of vehicles as it passed through North Waziristan, a rugged, largely lawless province that borders Afghanistan.

Eventually the local sources determined that the convoy carried up to seven al-Qaeda operatives and one individual who appeared to be of high rank. Asked how the local support had been arranged, a U.S. official familiar with the episode said, “All it takes is bags of cash.”

Kamran Bokhari, director of Middle East analysis for Strategic Forecasting, a private intelligence group, said the informants could have been recruits from the Afghanistan side of the border, where the U.S. military operates freely.

“People in this region don’t recognize the border, which is very porous,” Bokhari said. “It is very likely that our people were in contact with intelligence sources who frequent both sides and could provide some kind of targeting information.”

Precisely what U.S. officials knew about the “high-value target” in the al-Qaeda convoy is unclear. Libi, a 41-year-old al-Qaeda commander who had slowly climbed to the No. 5 spot on the CIA’s most wanted list, was a hulking figure who stood 6 feet 4 inches tall. He spoke Libyan-accented Arabic and learned to be cautious after narrowly escaping a previous CIA strike. U.S. intelligence officials say he directed several deadly attacks, including a bombing at a U.S. military base in Afghanistan last year that killed 23 people.

Alerted to the suspicious convoy, the CIA used a variety of surveillance techniques to follow its progression through Mir Ali, North Waziristan’s second-largest town, and to a walled compound in a village on the town’s outskirts.

The stopping place itself was an indication that these were important men: The compound was the home of Abdus Sattar, 45, a local Taliban commander and an associate of Baitullah Mehsud, the man accused by both the CIA and Pakistan of plotting the assassination of Benazir Bhutto on Dec. 27.

With all signs pointing to a unique target, CIA officials ordered the launch of a pilotless MQ-1B Predator aircraft, one of three kept at a secret base that the Pakistani government has allowed to be stationed inside the country. Launches from that base do not require government permission, officials said.

During the early hours of Jan. 29, the slow-moving, 27-foot-long plane circled the village before vectoring in to lock its camera sights on Sattar’s compound. Watching intently were CIA and Air Force operators who controlled the aircraft’s movements from an operations center at Creech Air Force Base in Nevada.

On orders from CIA officials in McLean, the operators in Nevada released the Predator’s two AGM-114 Hellfire missiles — 100-pound, rocket-propelled munitions tipped with a high-explosive warhead. The missiles tore into the compound’s main building and an adjoining guesthouse where the al-Qaeda officers were believed to be staying.

Even when viewed from computer monitors thousands of miles away, the missiles’ impact was stunning. The buildings were destroyed, and as many as 13 inhabitants were killed, U.S. officials said. The pictures captured after the attack were “not pretty,” said one knowledgeable source.

Libi’s death was confirmed by al-Qaeda, which announced his “martyrdom” on Feb. 1 in messages posted on the Web sites of sympathetic groups. One message hailed Libi as “the father of many lions who now own the land and mountains of jihadi Afghanistan” and said al-Qaeda’s struggle “would not be defeated by the death of one person, no matter how important he may be.”
A Temporary Impact

Publicly, reaction to the strike among U.S. and Pakistani leaders has been muted, with neither side appearing eager to call attention to an awkward, albeit successful, unilateral U.S. military operation. Some Pakistani government spokesmen have even questioned whether the terrorist leader was killed.

“It’s not going to overwhelm their network or break anything up definitively,” acknowledged a military official briefed on details of the Libi strike. He added: “We’re now in a sit-and-wait mode until someone else pops up.”

Richard A. Clarke, a former counterterrorism adviser to the Clinton and Bush administrations, said he has been told by those involved that the counterterror effort requires constant pressure on the Pakistani government.

“The United States has gotten into a pattern where it sends a high-level delegation over to beat Musharraf up, and then you find that within a week or two a high-value target has been identified. Then he ignores us for a while until we send over another high-level delegation,” Clarke said.

Some officials also emphasized that such airstrikes have a marginal and temporary impact. And they do not yield the kind of intelligence dividends often associated with the live capture of terrorists — documents, computers, equipment and diaries that could lead to further unraveling the network.

The officials stressed that despite the occasional tactical success against it, such as the Libi strike, the threat posed by al-Qaeda’s presence in Pakistan has been growing. As a senior U.S. official briefed on the strike said: “Even a blind squirrel finds a nut now and then. But overall, we’re in worse shape than we were 18 months ago.”

“Put together, the facts do appear to indicate that Israel knew that 9/11, or at least a large-scale terror attack, was about to take place on American soil, but did nothing to warn the USA.”

There was ruin and terror in Manhattan, but, over the Hudson River in New Jersey, a handful of men were dancing. As the World Trade Centre burned and crumpled, the five men celebrated and filmed the worst atrocity ever committed on American soil as it played out before their eyes.

Who do you think they were? Palestinians? Saudis? Iraqis, even? Al-Qaeda, surely? Wrong on all counts. They were Israelis ñ and at least two of them were Israeli intelligence agents, working for Mossad, the equivalent of MI6 or the CIA.

Their discovery and arrest that morning is a matter of indisputable fact. To those who have investigated just what the Israelis were up to that day, the case raises one dreadful possibility: that Israeli intelligence had been shadowing the al-Qaeda hijackers as they moved from the Middle East through Europe and into America where they trained as pilots and prepared to suicide-bomb the symbolic heart of the United States. And the motive? To bind America in blood and mutual suffering to the Israeli cause.

After the attacks on New York and Washington, the former Israeli Prime Minister, Benjamin Netanyahu, was asked what the terrorist strikes would mean for US-Israeli relations. He said: “It’s very good.” Then he corrected himself, adding: “Well, it’s not good, but it will generate immediate sympathy [for Israel from Americans].”

If Israel’s closest ally felt the collective pain of mass civilian deaths at the hands of terrorists, then Israel would have an unbreakable bond with the world’s only hyperpower and an effective free hand in dealing with the Palestinian terrorists who had been murdering its innocent civilians as the second intifada dragged on throughout 2001.

It’s not surprising that the New Jersey housewife who first spotted the five Israelis and their white van wants to preserve her anonymity. She’s insisted that she only be identified as Maria. A neighbour in her apartment building had called her just after the first strike on the Twin Towers. Maria grabbed a pair of binoculars and, like millions across the world, she watched the horror of the day unfold.

As she gazed at the burning towers, she noticed a group of men kneeling on the roof of a white van in her parking lot. Here’s her recollection: “They seemed to be taking a movie. They were like happy, you know … they didn’t look shocked to me. I thought it was strange.”

Maria jotted down the van’s registration and called the police. The FBI was alerted and soon there was a statewide all points bulletin put out for the apprehension of the van and its occupants. The cops traced the number, establishing that it belonged to a company called Urban Moving.

Police Chief John Schmidig said: “We got an alert to be on the lookout for a white Chevrolet van with New Jersey registration and writing on the side. Three individuals were seen celebrating in Liberty State Park after the impact. They said three people were jumping up and down.”

By 4pm on the afternoon of September 11, the van was spotted near New Jersey’s Giants stadium. A squad car pulled it over and inside were five men in their 20s. They were hustled out of the car with guns levelled at their heads and handcuffed.

In the car was $4700 in cash, a couple of foreign passports and a pair of box cutters ñ the concealed Stanley Knife-type blades used by the 19 hijackers who’d flown jetliners into the World Trade Centre and Pentagon just hours before. There were also fresh pictures of the men standing with the smouldering wreckage of the Twin Towers in the background. One image showed a hand flicking a lighter in front of the devastated buildings, like a fan at a pop concert. The driver of the van then told the arresting officers: “We are Israeli. We are not your problem. Your problems are our problems. The Palestinians are the problem.”

His name was Sivan Kurzberg. The other four passengers were Kurzberg’s brother Paul, Yaron Shmuel, Oded Ellner and Omer Marmari. The men were dragged off to prison and transferred out of the custody of the FBI’s Criminal Division and into the hands of their Foreign Counterintelligence Section ñ the bureau’s anti-espionage squad.

A warrant was issued for a search of the Urban Moving premises in Weehawken in New Jersey. Boxes of papers and computers were removed. The FBI questioned the firm’s Israeli owner, Dominik Otto Suter, but when agents returned to re-interview him a few days later, he was gone. An employee of Urban Moving said his co-workers had laughed about the Manhattan attacks the day they happened. “I was in tears,” the man said. “These guys were joking and that bothered me. These guys were like, ‘Now America knows what we go through.’”

Vince Cannistraro, former chief of operations for counter-terrorism with the CIA, says the red flag went up among investigators when it was discovered that some of the Israelis’ names were found in a search of the national intelligence database. Cannistraro says many in the US intelligence community believed that some of the Israelis were working for Mossad and there was speculation over whether Urban Moving had been “set up or exploited for the purpose of launching an intelligence operation against radical Islamists”.

This makes it clear that there was no suggestion whatsoever from within American intelligence that the Israelis were colluding with the 9/11 hijackers ñ simply that the possibility remains that they knew the attacks were going to happen, but effectively did nothing to help stop them.

After the owner vanished, the offices of Urban Moving looked as if they’d been closed down in a big hurry. Mobile phones were littered about, the office phones were still connected and the property of at least a dozen clients were stacked up in the warehouse. The owner had cleared out his family home in New Jersey and returned to Israel.

Two weeks after their arrest, the Israelis were still in detention, held on immigration charges. Then a judge ruled that they should be deported. But the CIA scuppered the deal and the five remained in custody for another two months. Some went into solitary confinement, all underwent two polygraph tests and at least one underwent up to seven lie detector sessions before they were eventually deported at the end of November 2001. Paul Kurzberg refused to take a lie detector test for 10 weeks, but then failed it. His lawyer said he was reluctant to take the test as he had once worked for Israeli intelligence in another country.

Nevertheless, their lawyer, Ram Horvitz, dismissed the allegations as “stupid and ridiculous”. Yet US government sources still maintained that the Israelis were collecting information on the fundraising activities of groups like Hamas and Islamic Jihad. Mark Regev, of the Israeli embassy in Washington, would have none of that and he said the allegations were “simply false”. The men themselves claimed they’d read about the World Trade Centre attacks on the internet, couldn’t see it from their office and went to the parking lot for a better view. Their lawyers and the embassy say their ghoulish and sinister celebrations as the Twin Towers blazed and thousands died were due to youthful foolishness.

The respected New York Jewish newspaper, The Forward, reported in March 2002, however, that it had received a briefing on the case of the five Israelis from a US official who was regularly updated by law enforcement agencies. This is what he told The Forward: “The assessment was that Urban Moving Systems was a front for the Mossad and operatives employed by it.” He added that “the conclusion of the FBI was that they were spying on local Arabs”, but the men were released because they “did not know anything about 9/11″.

Back in Israel, several of the men discussed what happened on an Israeli talk show. One of them made this remarkable comment: “The fact of the matter is we are coming from a country that experiences terror daily. Our purpose was to document the event.” But how can you document an event unless you know it is going to happen?

We are now deep in conspiracy theory territory. But there is more than a little circumstantial evidence to show that Mossad ñ whose motto is “By way of deception, thou shalt do war” ñ was spying on Arab extremists in the USA and may have known that September 11 was in the offing, yet decided to withhold vital information from their American counterparts which could have prevented the terror attacks.

Following September 11, 2001, more than 60 Israelis were taken into custody under the Patriot Act and immigration laws. One highly placed investigator told Carl Cameron of Fox News that there were “tie-ins” between the Israelis and September 11; the hint was clearly that they’d gathered intelligence on the planned attacks but kept it to themselves.

The Fox News source refused to give details, saying: “Evidence linking these Israelis to 9/11 is classified. I cannot tell you about evidence that has been gathered. It’s classified information.” Fox News is not noted for its condemnation of Israel; it’s a ruggedly patriotic news channel owned by Rupert Murdoch and was President Bush’s main cheerleader in the war on terror and the invasion of Iraq.

Another group of around 140 Israelis were detained prior to September 11, 2001, in the USA as part of a widespread investigation into a suspected espionage ring run by Israel inside the USA. Government documents refer to the spy ring as an “organised intelligence-gathering operation” designed to “penetrate government facilities”. Most of those arrested had served in the Israeli armed forces ñ but military service is compulsory in Israel. Nevertheless, a number had an intelligence background.

The first glimmerings of an Israeli spying exercise in the USA came to light in spring 2001, when the FBI sent a warning to other federal agencies alerting them to be wary of visitors calling themselves “Israeli art students” and attempting to bypass security at federal buildings in order to sell paintings. A Drug Enforcement Administration (DEA) report suggested the Israeli calls “may well be an organised intelligence-gathering activity”. Law enforcement documents say that the Israelis “targeted and penetrated military bases” as well as the DEA, FBI and dozens of government facilities, including secret offices and the unlisted private homes of law enforcement and intelligence personnel.

A number of Israelis questioned by the authorities said they were students from Bezalel Academy of Art and Design, but Pnina Calpen, a spokeswoman for the Israeli school, did not recognise the names of any Israelis mentioned as studying there in the past 10 years. A federal report into the so-called art students said many had served in intelligence and electronic signal intercept units during their military service.

According to a 61-page report, drafted after an investigation by the DEA and the US immigration service, the Israelis were organised into cells of four to six people. The significance of what the Israelis were doing didn’t emerge until after September 11, 2001, when a report by a French intelligence agency noted “according to the FBI, Arab terrorists and suspected terror cells lived in Phoenix, Arizona, as well as in Miami and Hollywood, Florida, from December 2000 to April 2001 in direct proximity to the Israeli spy cells”.

The report contended that Mossad agents were spying on Mohammed Atta and Marwan al-Shehi, two of leaders of the 9/11 hijack teams. The pair had settled in Hollywood, Florida, along with three other hijackers, after leaving Hamburg ñ where another Mossad team was operating close by.

Hollywood in Florida is a town of just 25,000 souls. The French intelligence report says the leader of the Mossad cell in Florida rented apartments “right near the apartment of Atta and al-Shehi”. More than a third of the Israeli “art students” claimed residence in Florida. Two other Israelis connected to the art ring showed up in Fort Lauderdale. At one time, eight of the hijackers lived just north of the town.

Put together, the facts do appear to indicate that Israel knew that 9/11, or at least a large-scale terror attack, was about to take place on American soil, but did nothing to warn the USA. But that’s not quite true. In August 2001, the Israelis handed over a list of terrorist suspects ñ on it were the names of four of the September 11 hijackers. Significantly, however, the warning said the terrorists were planning an attack “outside the United States”.

The Israeli embassy in Washington has dismissed claims about the spying ring as “simply untrue”. The same denials have been issued repeatedly by the five Israelis seen high-fiving each other as the World Trade Centre burned in front of them.

Their lawyer, Ram Horwitz, insisted his clients were not intelligence officers. Irit Stoffer, the Israeli foreign minister, said the allegations were “completely untrue”. She said the men were arrested because of “visa violations”, adding: “The FBI investigated those cases because of 9/11.”

Jim Margolin, an FBI spokesman in New York, implied that the public would never know the truth, saying: “If we found evidence of unauthorised intelligence operations that would be classified material.” Yet, Israel has long been known, according to US administration sources, for “conducting the most aggressive espionage operations against the US of any US ally”. Seventeen years ago, Jonathan Pollard, a civilian working for the American Navy, was jailed for life for passing secrets to Israel. It has always been a long-accepted agreement among allies ñ such as Britain and America or America and Israel ñ that neither country will jail a “friendly spy” nor shame the allied country for espionage. Chip Berlet, a senior analyst at Boston’s Political Research Associates and an expert in intelligence, says: “It’s a backdoor agreement between allies that says that if one of your spies gets caught and didn’t do too much harm, he goes home. It goes on all the time. The official reason is always visa violation.”

What we are left with, then, is fact sullied by innuendo. Certainly, it seems, Israel was spying within the borders of the United States and it is equally certain that the targets were Islamic extremists probably linked to September 11. But did Israel know in advance that the Twin Towers would be hit and the world plunged into a war without end; a war which would give Israel the power to strike its enemies almost without limit? That’s a conspiracy theory too far, perhaps. But the unpleasant feeling that, in this age of spin and secrets, we do not know the full and unadulterated truth won’t go away. Maybe we can guess, but it’s for the history books to discover and decide.
